About the Benefit Payment for Households Not Subject to Resident Tax in Fiscal 2024 (Reiwa 6) (100,000 Yen)

*From late July 2024 (Reiwa 6), the City of Obu will be sending Confirmation Forms by post to the heads of households not subject to resident tax, or who were only subject to the per capita levy for Fiscal 2024 (Reiwa 6).


To assist households with lower incomes severely impacted by increases in living expenses, the City of Obu will provide a benefit payment of 100,000 Yen per household to households not subject to resident tax,  or subject only to the per capita levy in Fiscal 2024 (Reiwa 6). Households not subject to resident tax in Fiscal 2024 (Reiwa 6), or subject only to the per capita levy, and registered as residing in Obu as at 3 June, 2024 (Reiwa 6) are eligible to receive the payment. However, households to which any of the following situations applies are not eligible.

    Households who received the City of Obu Living Assistance Special Payment for
       Low-income Households(70,000 Yen), or the City of Obu Benefit Payment for
       Households Subject to the Resident Tax Per Capita Levy (100,000 Yen)
       (including households who did not apply, or who declined to receive each payment.)
    Households who received similar benefit payments from another municipality
       (including households who did not apply, or who declined to receive each payment.)
    Households consisting only of dependent relatives, etc., of a person subject to resident
       tax
    Households consisting of persons who entered Japan on or after 2 January, 2024
       (Reiwa 6)

*Resident Tax (jūminzei) consists of two categories, the Per Capita Levy (kintō-wari,
  a standard amount applied to all persons with an income over a certain amount), and the
  Income Levy (shotoku-wari an amount determined based on one's income during the
  previous year).

 To receive this benefit payment, eligible households are required to submit a Confirmation
 Form. The Confirmation Form is sent to eligible households with a letter from the City of
 Obu. Please refer to the 'English Confirmation Form Sample (pdf)’ below as a guide when
 completing the form.The deadline for submission will depend on when the Confirmation
 Form was sent to you, so please be sure to check the Confirmation Form once it arrives, 
 and confirm your deadline.

Deadline for submission: As indicated on the enclosed Confirmation Form. Form must be
                                            submitted by the deadline.

Documents to be submitted: Confirmation Form

*If your Confirmation Form does not contain bank account details, or you would prefer to have the payment deposited into an account other than the bank account indicated on the Confirmation Form, please attach the following two documents to the Confirmation Form.

・Copy of bank book or cash card (Section including branch name and account number)
・Copy of Residence Card, drivers license or other document to confirm applicant's identity

Place of submission: Obu City Hall, Relief Payment Window (1st floor, Counter 7)

How to submit: To avoid congestion at the Counter, please place the required documents in
                           the return envelope provided and submit your application by post. A stamp is
                           not required.If you are unable to submit the application by post, please come
                           directly to the place of submission.

The City of Obu will confirm the content indicated on the received Confirmation Form, and the benefit payment will be deposited in the eligible household's bank account.
If you are unsure how to apply, please bring the entire contents of the notice received from the City of Obu, together with the bank book or cash card of the account indicated on the Confirmation Form, to the WELSAPO Support Counter for Foreigners (Cultural Affairs & Sports Division), 3rd floor, Obu City Hall.

Additional Payment for Children (Kodomo Kasan)

Households eligible to receive this benefit payment which include children aged 18 years old or younger will be issued an additional payment of 50,000 Yen per child (Kodomo Kasan).

▼Eligibility
Households eligible to receive the benefit payment, and which also include a child aged 18 years old or younger (born on or after 2 April 2006)

▼Amount of payment, etc.
50,000 Yen per eligible child. The 100,000 Yen benefit payment and the Additional Payment for Children will be deposited together into the designated account.

▼Procedure
Eligible children will be indicated on the Confirmation Form. Please check the contents of the Confirmation Form, and submit it by post by the deadline indicated.

▼Other information
●A separate application is required for children not registered on the resident register (jūminhyō) as being in the same household as at 3 June 2024 (Reiwa 6), such as a child residing in a school dormitory, etc. For details, please inquire.
●Children born between 4 June 2024 (Reiwa 6) and 31 October 2024 (Reiwa 6) are also eligible. A separate application is required. For details, please inquire.
